Description | JOB TITLE: Human Resources Specialist
REPORTS TO: Director of Human Resources
SCOPE OF RESPONSIBILITIES:
- Under the direction of the Director of Human Resources, perform a variety of specialized duties in support of certificated human resources functions such as recruitment, credentialing, personnel database development and employment screening and processing; prepare and maintain a variety of manual and automated personnel records, reports and files; serve as a technical resource to employees, applicants and others regarding assigned personnel functions.
PERFORMANCE RESPONSIBILITIES/ESSENTIAL FUNCTIONS:
- Perform a variety of specialized duties in support of certificated human resources functions such as recruitment, credentialing, personnel database system development and employment screening and processing; prepare, process and evaluate a variety of personnel forms, documents and applications; resolve a variety of complex personnel-related issues and concerns in a proper and timely manner.
- Develop and maintain the automated database for certificated personnel as required; utilize computer system to input and update a variety of data; establish and maintain automated employee files and records; initiate queries and generate a variety of computerized lists and reports; assure accuracy of input and output data; assure system meets Department processing needs.
- Review and evaluate certificated assignments, applications and renewals to assure compliance with credential requirements and related policies, laws and regulations; assure employee credentials are aligned with assignments and classification requirements.
- Prepare and maintain a variety of narrative and statistical records and reports related to certificated personnel, substitute teachers, assignments, absences, credentials, renewals and assigned activities; audit records for accuracy and completeness; make changes as needed.
- Assist in coordinating the hiring process for certified employees; prepare and distribute job vacancy announcements; place advertisements in various publications such as newspapers, websites and periodicals; assist in establishing recruitment time lines and related administrative calendars.
- Review, evaluate and process documents relating to the certification of certificated personnel including credentials and transcripts; assist certificated staff with obtaining, maintaining and renewing valid and appropriate credentials as requested.
- Review computerized reports to assure computer system compliance with established goals and standards; provide input to technology personnel concerning computer system needs; assist in the development of documentation and process guides related to personnel database systems.
- Operate a variety of office equipment including a calculator, copier, fax machine, typewriter, computer and assigned software.
- Research, compile, assemble and evaluate a variety of human resources data and information; participate in a variety of special projects and surveys as requested.
- Attend and participate in various meetings, workshops and special events as assigned.
- Other duties as assigned by Human Resources.
WORK ENVIRONMENT/WORK HOURS:
- Individual is required to work in an office setting with a climate-controlled environment subject to School Board energy policy guidelines.
- The length of the workday consists of hours assigned by the superintendent and could vary as the result of day/evening activities or emergencies.
- Job responsibilities may require work on weekends or holidays and attendance at meetings other than the location of the work site.
COMMUNICATION SKILLS:
- Must be able to effectively communicate in English both orally and in writing.
- Must be able to accurately compile and interpret data, summarize information, and provide reports to the appropriate administrator/supervisor.
- Must have the ability to accurately give and receive information via telecommunication system and must be able to communicate successfully with all employees of every level as well as outside agencies.
EQUIPMENT USED:
- Telephone, computer, 10 key adding machine, audio-visual aids, copy machine, facsimile machine, calculator and any other appropriate business machine and/or office equipment.
PHYSICAL INVOLVEMENT:
- Standing, sitting, walking, reaching, bending, lifting up to 20 pounds is oftentimes required.
- Must be able to travel to various locations and move freely within work sites.
- Must have sufficient visual acuity to be able to work with computer monitors, read and interpret hand written documents.
MENTAL INVOLVEMENT:
- Must understand and interpret written and verbal instructions.
- Must be able to work independently with minimal supervision.
- Must have the ability to maintain accurate records.
- Must possess sufficient interpersonal skills to function compatibly with others.
HUMAN RELATIONS INVOLVEMENT:
- Must have the ability to work under the pressure of deadlines, interruptions, and the ability to deal with other employees in such a way as to maintain their goodwill.
- Must be able to respond positively to supervision and to accept commendations and recommendations.
- Must demonstrate sensitivity/understanding in interpersonal relations with persons of diverse cultures/backgrounds.
MINIMUM QUALIFICATIONS:
- Minimum education level: Bachelor’s degree.
- Must possess interpersonal skills to successfully interact with other employees and the public.
- Must be able to operate office equipment.
