Competencies and Performance Standards will be used for Library Media Specialist evaluation in conjunction with measures of student growth.  Measures of student growth will be aligned with Louisiana Law and BESE Policy.

 

SCOPE OF RESPONSIBILITIES:

To plan and implement a program which creates an environment where students can learn and develop optimally.   To assume responsibility for the design and evaluation of the school library.  To assume leadership in directing the use of the school library by students and teachers.  To administer policies and procedures necessary to maintain an adequate school library.  To initiate library practices designed to promote the success and well-being of students.  To develop and implement a program of effective community relationships with the library and related services.

 

PERFORMANCE RESPONSIBILITIES/ESSENTIAL FUNCTIONS:

  1. Domain 1: Planning and Preparation- 1C-Setting Instructional Outcomes
  • The librarian values, sequences and aligns curriculum enabling students to build their understanding of important ideas from concept to concept.

  • The librarian designs and structures lessons so that learner outcomes are at an appropriate cognitive level. 

  • The librarian writes and plans multi-disciplinary outcomes for student learning, not student activity.

  • The librarian differentiates outcomes and instruction for students of varied abilities.

  • The librarian creates and/or uses a variety of assessment tools that are curriculum-aligned and challenging.

  1. Domain 2: The Classroom Environment- 2C-Managing Classroom Procedures
  • The librarian helps students to develop skills to work purposefully and cooperatively in groups.

  • The librarian facilitates lessons that engage students in different types of activities-large groups, small groups and independent work.

  • The librarian ensures smooth functioning of all routines and maximizes instructional time.

     

     

     

     

  1. Domain 3: Instruction-3B-Questioning and Discussion Techniques
  • The librarian develops and presents questions that cause students to think and reflect; resulting in a deeper understanding of the topic.

  •  The librarian promotes learning through discussion.

  • The librarian uses a range of techniques to ensure that all students contribute to the discussion and enlists the assistance of students to ensure this outcome.

  1. Domain 3: Instruction-3C-Engaging Students in Learning
  • The librarian facilitates activities and assignments that promote learning and are aligned with the goals of the lesson.

  • The librarian groups students for instruction in a variety of ways using factors such as similar backgrounds, ability levels, as well as random groupings.

  • The librarian selects instructional materials suited to engaging students in understanding and learning at a deeper level.

  • The librarian delivers lessons that are appropriately structured and paced.

  1. Domain 3: Instruction-3D-Using Assessment in Instruction
  • The librarian aligns assessment to the curriculum.

  • The librarian informs students of the criteria for assessment.

  • The librarian monitors student learning using a variety of techniques.

  • The librarian provides valuable feedback in a timely, constructive and substantive manner.

  • The librarian promotes student self-assessment and student self-monitoring of their progress.

  1. Professionalism Competency – The librarian contributes to achieving the school’s mission, engages in self-reflection and growth opportunities, and creates and sustains partnerships with families, colleagues and communities.
  • The librarian engages in self-reflection and growth opportunities to support high levels of learning for all students.

  • The librarian collaborates and communicates effectively with families, colleagues, and the community to promote students’ academic achievement and to accomplish the school’s mission.

     

    Other Responsibilities:

     

  • Plans and administers a well rounded school library media program based on local and state policies and standards.

  • Manages use of the library administrative and instructional software, hardware, and network to enhance library services.

  • Manages resources and hardware required to provide easy access to information.

  • Maintains functional, attractive, and welcoming environment.

  • Maintains appropriate and required records, inventories and fillies.

  • Works with administrators, teachers, parents and others to provide access to varied information sources to meet students’ needs.

  • Serves as school leader in the evaluation, acquisition, and utilization of traditional and technological resources.

  • Provides instruction for students and staff in the effective use of hardware and software necessary to obtain information in any format.

  • Plans collaboratively with teachers to incorporate the use of the library media resources and information and technological literacy skills into content curricula.

  • Participates in effective staff development to consistently update skills and knowledge that relate to library media programs and technology.

  • Uses available resources and technologies to stay abreast of current educational research and effective practices.

     

 

WORK ENVIRONMENT/HOURS WORKED:

  • Required to work in a school setting with a climate-controlled environment subject to School Board energy policy guidelines and in outside areas subject to climate extremes

  • The length of the workday varies from the length of the school day to extend days as the result of evening activities or emergencies 

  • Job responsibilities may require work on weekends or holidays and attendance at meetings other than the location of the school site

     

    COMMUNICATION SKILLS:

  • Must be able to effectively communicate in Standard English both orally and in writing.  Communication must be commensurate with age and skill of listener

  • He/she must be able to give and receive information accurately via a telecommunication system

  • He/she must be able to communicate effectively with students, parents, school personnel, and the public in both individual and group situations

  • He/she must be able to access data, to summarize information accurately, and to provide written reports to his/her supervisor

     

    EQUIPMENT USED:

  • Must be able to use computer, keyboard, printer, facsimile machine, copy machine, public address system, audio visual equipment, security alarm system and other appropriate machines

     

    PHYSICAL INVOLVEMENT:

  • Able to perform these physical activities: standing, walking, reaching, bending, and lifting 10 pounds is sometimes required.

  • Able to operate classroom equipment

     

     

     

     

    MENTAL INVOLVEMENT:

  • Able to plan and implement appropriate library media programs for all students and teachers

  • Able to understand and interpret written and verbal instructions

  • Keep accurate, up-to-date written records

  • Able to comply with state and parish regulations

  • Able to utilize effective classroom management techniques

     

    HUMAN RELATIONS INVOLVEMENT:

  • Must be able to work cooperatively with students, teachers, parents, school personnel, and the community

  • Must be able to respond appropriately to supervision and accept commendations and recommendations

  • Must demonstrate sensitivity/understanding in interpersonal relations with persons of diverse cultures/backgrounds

     

    MINIMUM QUALIFICATIONS:

  • Meet the Requirements as outlined in Bulletin 746: Louisiana Standards of State Certification of School Personnel

     

    TERMS OF EMPLOYMENT:

  • 9.5 month employee

    EVALUATION:
